These five words put FBI Agent Amy Grant onto the lost trail of fugitive Odell Wilson. When she arrives at the small island town of Ocracoke she is met with lies and hostility. Indeed, something "has happened!." However, the island is not about to give up its secret.
Along with her newbie sidekick Cusack, Amy must navigate troubled waters to find her man. She soon realizes that the town as a whole is anxious to hide Odell. Why would this community harbor a known fugitive? Can she arrest an entire island for obstruction?
"Their only play here is that they don't think we'll do anything about it." As Amy preps for her arrests, she begins to realize that the islanders, too, are prepping in their own way. This series puts a lone federal agent up against an entire population as the mystery of Odell's whereabout slowly starts to unfold.
